Livermore Reports 12% Job Vacancy Rate

LIVERMORE, CA — The Livermore City Council will receive a report Monday on the city's job vacancies, recruitment and retention efforts.

The report, which is part of a new state requirement, shows the city had a 12% vacancy rate as of December 2025. No employee group exceeded the 20% threshold that would trigger additional reporting requirements.

General city employees represented by the Association of Livermore Employees union had a vacancy rate of 15%, while management employees had a rate of 8%, according to the report. Police staffing had a vacancy rate of 12%, while police management was fully staffed.

The city has implemented several recruitment and retention strategies to address staffing challenges, according to the report. These include streamlining hiring processes to reduce delays, conducting compensation studies, adjusting pay for positions that are difficult to fill, and expanding training and professional development opportunities. The city introduced a formal onboarding program in 2025, and offers flexible scheduling and remote work options when appropriate.

The council is not expected to take any action on the item.
