Investigation Prompts Medical Hold Of Sex Trafficking Victim
The woman, previously identified as "Celeste Guap," was at the center of the sex scandal involving a former Livermore officer and others.

CONTRA COSTA COUNTY, CA — A former underage sex trafficking victim tied to a Bay Area police sexual exploitation scandal in 2016 was placed on a medical hold following a disturbance call Sunday morning, police Chief Allwyn Brown said via Twitter. Officers in Richmond responded to the home of the woman previously identified as “Celeste Guap,” and placed her on the hold “because of her words and behavior.”
Guap, who is the daughter of an Oakland police dispatcher, was at the center of the scandal. In 2017, a former Livermore police officer pleaded no contest to one misdemeanor count for his involvement with Guap. The Livermore officer was one of six East Bay police officers who were charged with felonies or misdemeanors in Alameda County as a result of the investigations involving the teenage girl, who worked as a prostitute.
RPD officers answered a distirbance call from Ms. Jasmin Abuslin at her Richmond home, at 7 am. They met with difficulty sorting out the conflict between she and her boyfriend. Officers placed Ms. Abuslin on an emergency medical evaluation hold because of her words and behavior.
