Man Files 1,800 Lawsuits Against SoCal Businesses For ADA Violations: Report

“This person is just suing anyone,” said the son of one defendant, according to the Los Angeles Times.

LOS ANGELES COUNTY, CA — A prolific plaintiff has filed 1,800 lawsuits against businesses in Southern California, alleging violations of the Americans with Disabilities Act, according to the Los Angeles Times, which reported that the man filed hundreds of lawsuits last year just in Los Angeles County.

Anthony Bouyer’s legal activity falls under California’s Unruh Civil Rights Act, which allows people with disabilities to receive thousands of dollars should they visit a business and see something that is ADA noncompliant, the newspaper reported.

Recent defendants in Bouyer’s lawsuits include a Mexican restaurant, a convenience store and a liquor store, according to the Times.

“This person is just suing anyone,” Steven Barraza — whose mother owns a restaurant that was sued after Bouyer encountered its cumbersome door hardware and cracked parking lot — told the newspaper. “It’s just for nitpicking things.”

The Times couldn’t reach Bouyer for comment, but he has positioned himself in legal contexts as a disability advocate, according to the Times.

“Unfortunately, the most common practice today is to wait to get sued and only then take action,” attorney Mike Manning of Manning Law wrote in an email, the newspaper reported.

The Orange County-based firm has represented Bouyer, as well as other frequent ADA plaintiffs, with seven of its clients suing over 1,000 businesses in Southern California in 2025, the Times reported.
