State Parks Supervisor Accused Of Recording Naked OC Lifeguards Pleads Not Guilty: Report

WESTMINSTER, CA — A former state parks supervisor accused of secretly recording naked or semi-naked lifeguards and park aides at a Bolsa Chica State Beach facility pleaded not guilty to criminal charges Monday, The Orange County Register reported.

Long Beach resident Kevin Pearsall, 59, formally entered a not guilty plea through his attorney for five felony counts of eavesdropping and more than two-dozen misdemeanor counts of secretly filming or unlawful dissemination of private recordings, the report said.

According to the Orange County District Attorney's Office, Pearsall used a camera disguised as a USB stick to record the "genitals or buttocks" of 23 different men without their knowledge.

According to the newspaper, more than 30 former employees have filed lawsuits against Pearsall, alleging that he abused his position of power and that the state park department failed to protect them.

The investigation began when a sworn California State Park officer found a USB stick in the men's employee locker room at the Orange County headquarters.

After reviewing the contents of the USB, the officer found videos of state employees undressing in the locker room, prosecutors said.

The officer contacted the California Highway Patrol, which found that the USB stick contained a hidden camera.

According to prosecutors, investigators found that Pearsall was responsible for placing hidden cameras in the locker room, which recorded both audio and video.

Prosecutors said Pearsall had been using the hidden cameras to record numerous videos over an 11-month period starting in Aug. 2024.

Pearsall served as a California State Parks superintendent from 2023 through July of 2025, when he retired after he was placed under investigation, prosecutors said.

He is also accused of sending several of the photographs he recorded to two men and making sexually-charged comments about his employees' genitals, prosecutors said.

If convicted on all counts, Pearsall faces up to 18 years and eight months in prison, prosecutors said.

Pearsall is expected to return to court in early December.
