EDISON BLACK OUTS

I don't know about you but I am really concerned about the planned black out that has so far been canceled twice.  We have heard nothing from our city about how we the residents and business owners are going to be protected and kept safe. Will they block off access to Old Town? Stop people and ask for ID and make sure you live here if you are out past midnight? Our streets will be blacked out, our carports, alleys and businesses will be blacked out. Will alarm/security systems work? If you do not have a cell phone, you will not be able to call for an emergency, etc.  Has this been thought through? Again, I don't know about you, but I am worried and want to be safe.
