Tar on Beaches Easter Weekend

Does anyone know why there was tar washed up at the beaches? I heard from a friend that on the 13th St side of Seal there were signs posted that the water was hazardous or something along those lines.  I just so happen to be at Crystal Cove and there were a few tar balls on the sand.  This is very upsetting to me, so if you know why please lmk.
