Toll Roads

I am amazed to read this article regarding the toll road/lanes. OCTA mentions they have the money for the expansion of lanes. Yes, this money come from Measure M, that we voted for and paid for with our tax dollars? Didn't we pay for the carpool lanes with our tax dollars? Now, they are still talking about converting our tax paid FREE carpool lanes into toll lanes? I have a question for our fair cities and our city attorney's; IS THIS LEGAL?? If they build toll lanes, can they use our tax money raised by Measure M? I for one hope this is illegal and a misuse of the funds. They should have to return this money if it is not used as intended! Also, didn't all cities vote no on toll lanes? Once again, OCTA with their new board is teaming with Caltrans (who will both profit) to discuss the addition of toll lanes on the 405.
