Yes they encourage fraud as a method to provide restitution for the victims of thier mistakes.
I was encouraged to file a false damage claim as a form of reimbusment for the damages I suffered from them. I refused to participate in thier fraud.
My girlfiend at the time did accept the offer from Officer TULU and I'm certain that the Santa Clara grand jury will find the necessary evidence if they look into a damage claim from Sheri Watts in 2010.
