Draft Program Environmental Impact Report (PEIR)

for the Los Angeles County Waterworks District 29 Water System Master Plan (WSMP)

In compliance with the California Enviromental Quality Act (CEQA), the County of Los Angeles Department of Public Works (LACDPW) prepared a Draft PEIR (SCH No. 2014111057) for the District 29 WSMP. Located in southwestern Los Angeles County, California, District 29 provides water services to approximately 22,000 people in the City of Malibu and the unincorporated Topanga community, an area approximately 45 square miles along approximately 22 miles of Pacific Coast Highway.

The WSMP identifies water infrastructure needs (pipelines, reservoirs, pumping stations, and pressure regulating stations) to overcome existing deficiencies and to meet anticipated system requirements through 2035. The Draft PEIR provides programmatic-level environmental review for WSMP projects through 2035, and project-level environmental review for construction and operation of the WSMP Phase 1 projects: 6 above ground water reservoirs to be constructed at existing reservoir sites and 26 pipeline segments.

The Draft PEIR focuses on the environmental effects of the project related to aesthetics, air quality and greenhouse gas emissions, biological resources, cultural resources, earth resources, hazards, land use, noise, population and housing, public services, traffic, and water resources. Based on the analysis presented in the Draft PEIR, after incorporation of mitigation measures, construction and operation of the WSMP facilities would not result in significant impacts related to hazardous material sites.

The location of proposed project sites relative to sites enumerated under Section 65962.5 of the Government Code is described in the Draft PEIR. With incorporation of mitigating measures, construction and operation of the WSMP facilities would not result in significant impacts related to hazardous material sites.

The 45-day public review for the Draft PEIR will commence on March 21, 2016 and conclude on May 4, 2016. An electronic version of the Draft PEIR may be viewed online at:
