Program Environmental Impact Report for the Waterworks District 29 Water System Master Plan

County of Los Angeles Department of Public Works

To comply with the California Environmental Quality Act (CEQA), the County of Los Angeles Department of Public Works (Public Works) will prepare a Program Environmental Impact Report (PEIR) for the Los Angeles County Waterworks District 29 Water System Master Plan (WSMP). District 29 includes the City of Malibu and the unincorporated community of Topanga.

Public Works is soliciting input from members of the public, organizations, and government agencies on the scope and content of the information to be included and analyzed in the PEIR. Agencies should comment on the elements of the environmental information that are relevant to their statutory responsibilities in connection with the proposed project. The Notice of Preparation (NOP) of the PEIR is available at: www.lacwaterworks.org. A public scoping meeting to provide a public forum for information dissemination and dialogue will be held at the Malibu City Hall:

Project Description

Public Works has prepared a draft WSMP to meet the water infrastructure needs of the District through the year 2035. The WSMP identifies system facilities including pipelines, storage reservoirs, booster stations, and pressure regulating stations, needed to overcome existing deficiencies and to meet anticipated system requirements.

The PEIR will include a programmatic analysis of the WSMP and impacts of its implementation, and address Phase I Improvements to be constructed within the first 5 to 7 years. Phase I Improvements will be evaluated at a project or construction level of analysis: 5 above ground tank reservoirs to be constructed at existing reservoir sites, 29 pipeline segments and an emergency connection pipeline to the Las Virgenes Municipal Water District at Encinal Canyon Road (pipelines totaling approximately 17 miles), and water quality improvements in multiple water distribution zones.
