How horrible.  There was a rescue set up by a millionaire who was taking in the strays when he found out  about the order, and he saved a lot of them . But  not all.  Why couldn't they use their city tax money to bring them into shelters?  It's not the stray dogs fault that the Olympics came there. It's so wrong.
