Cannabis Businesses In Martinez: City Seeks Proposals

For those wanting to legally operate a cannabis business, the city has issued an RFP (requests for proposals).

From the City of Martinez: The City of Martinez hereby invites interested parties to participate in the selection process for the opportunity to receive first a Conditional Certificate (CC); and finally a Commercial Cannabis Operating Permit (CCOP) in order to establish a commercial cannabis business. There are five types of commercial cannabis businesses allowed to locate within the city.

Each type listed below has a limit (or “cap”) on the number of business(s) that may be permitted by the city. All proposals are competitive. The following five types of commercial cannabis businesses are the subject of this Request for Proposals (“RFP”):

1. Dispensary or Retail Cannabis Stores (and associated delivery) – maximum of (2) two.
2. Manufacturing – maximum of (1) one.
3. Distribution – maximum of (1) one.
4. Testing Laboratory – maximum of (1) one.
5. Non-Store Front Retail Business – maximum of (1) one.

In addition, an unlimited number of delivery services based outside the City of Martinez are permitted to deliver within the city by persons that have a Cannabis Delivery Permit issued by the Chief of Police. The RFP process will be utilized to evaluate, qualify and score prospective proposals for the number of commercial cannabis businesses described above. The city reserves the right to reject any or all proposals if it is determined to be in the best interest of the city, taking into account any aspect of the health, safety and/or welfare of the community.
