Stop the court from criminalizing victim exposing cruel veterinary scheme and hear cases

Photo: Elvira, my beloved, rescued, therapy service dog, who was diabolically medically tortured in 2006 and used in an illegal dog lab. This photo is a very weak, limp and intentionally medically beaten(not healed) Elvira just a week before she died. There are possibly a thousand(estimate) more diabolically medically tortured pets that need a peaceful memorial site to remember and create a peaceful environment for all people to share.
