He was transported to a hospital and died on Oct. 19.
Officers initiated the traffic stop, because Nelson was in a vehicle that had been reported stolen out of San Jose on Oct. 11.
Police said Nelson was the sole occupant of the vehicle, which was parked in the Milpitas Square Shopping Center.
Nelson initially exited the vehicle, looked at officers and then reentered the vehicle before exiting the vehicle again against officers' orders armed with a gun, police said.
The Milpitas Police Department has also released video containing dispatch audio, body worn camera video and security footage related to the incident.
The shooting remains an active investigation, and the Santa Clara District Attorney's Office is conducting an independent investigation.
