Districts are required to develop, maintain, and update an asbestos management plan and keep a copy at the District Office for public inspection. Also- each individual school should have a copy of the plan for their individual school.

Following the initial inspection, districts are required to re-inspect asbestos-containing material in each school every three years and to report findings in an "asbestos management plan".
The following is San Clemente High School's 3-Year Inspection Dates. Asbestos Management Plan from 1989 to the present.

For each Item, the district is required to keep specific records as to what actions the district has taken to ABATE asbestos contamination.

Both the current 3-Year inspection dated 4/6/15 and the current 6-month Periodic inspection show that there is still (after 28 years) ASBESTOS in San Clemente High that CUSD needs to contain- maintain - ABATE. Records are missing and/or are incomplete.
The District needs to take the most recent inspection reports, determine the cost to ABATE each item and make a plan to complete repairs and should not be allowed to wait another 20 years to complete their work.
The Grand Jury provided districts with 20 recommendations in an effort to get school districts in compliance with the AHERA laws. CUSD's current Facilities Maintenance Plan for San Clemente High is not budgeting funds for these repairs.
The following are the listed expenditures for San Clemente High School from the present to 2021:
- Fire Alarm $750,000
- Carpet $18,000
- Football Field $785,000
