Is CUSD Intentionally Misrepresenting Progress Towards Meeting A-G Improvement Goals On LCAP?

June 24, 2015 Board of Trustee Meeting Agenda Item #5 Discussion/Action (Exhibit 5 Page 5) Local Control Accountability Plan and Annual Up-date

LCAP - Goal 3: Presented by Stacy Yogi, Executive State & Federal Programs

1) Increase the number of students completing A-G Requirements by 3%.

The LCAP states that the Official CDE 2012-13 a-g completion rate for CUSD was 53.1%. “Unofficial” CUSD a-g rate for 2013-14 is __________ and 2014-15 will be available in July 2015.”

Rather then state the “Official” number of 52.5%, Staff continued to reference an “Unofficial” number of 54.1%. In error- Trustees voted to adopt the LCAP amending it to reflect the “unofficial” 54.1%. To be accurate

The Official number of 52.5% is posted on the California Data Quest Web Site at the following link and has been available to CUSD and should have been included on the LCAP.

http://data1.cde.ca.gov/dataquest/Distgrad.asp?cChoice=DstGrdEth2&cYear=2013-14&cSelect=3066464--CAPISTRANO%5EUNIFIED%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E%5E&ProgramName=All&cTopic=Graduates&cLevel=District

The LCAP’s stated Goal was 3% improvement over 2012-13’s

2012-13 a-g completion rate was 53.1%

The goal for 2014-15 was 53.1% + 3% = 56.1%

The Official number for 2014-15 was 52.5%

This is a 3.6% decrease below the LCAP’s stated goal and should have been accurately reflected on the Districts LCAP.

A member of the Public Wendy Shrove questioned this number at the Board meeting and was told that the official number for 2013-14 was 54.1. The 54.1 as represented by Stacy Yogi, Executive State & Federal Programs is a misrepresentation of the facts.

Board Meeting Audio Re: Goal 3 at 1 hour 44 minutes 40 seconds:http://cusd.capousd.org/cusdweb/boardaudio/6-24-15/06-24-15RegularBdMtg.mp3

The Board adopted an LCAP that has incorrect on it.

2. Additional CTE pathways will be integrated into course offerings - GOAL MET

The District expanded CTE to include engineering and biotech

3. 95% of 8th grade students will complete Ready Step college readiness survey. - GOAL NOT MET

Ready Step implementation was postponed for 2 years.

4. EAP results will reflect a 3% increase over the prior year in students identified as “college ready” - GOAL NOT MET

EAP Early Assessment Program - 2013

http://eap2013.ets.org/ViewReport.asp

Official CDE EAP “College Ready” or “Conditional” in:

English Language Arts: 58%

Math: 65% *Note the data is showing that 2013 Math score should be 69%

Unofficial CDE EAP 2014-15 will be available summer 2015.

The Official numbers for 2014 are available at the following link:

http://eap2014.ets.org/ViewReport.asp

EAP Early Assessment Program - 2014

Official CDE EAP “College Ready” or “Conditional” in:

English Language Arts: 58% (no improvement)

Math: 65% (The LCAP should show a 4% decline in Math from 69% to 65%)

Of Note: Students wanting to go to UC or Cal State school (not Community College) must complete Algebra 2. In 2013, the number of students that were “College Ready” or “Conditional” in Algebra II was 33% In 2014 that number dropped to 21% (an 11% decline)

Of Note: The Old California State Standards required that students take 2 years of Math (completion of Algebra I) to graduate. When the state adopted the Common Core State Standards students were required to take 3 years of math (completion of Algebra II) to graduate. It is interesting to note that CDE now has “California” Common Core State standards that require students take 2 years of Math (completion of Algebra I) to graduate.

When was that changed?

2014 -15 data is not out yet.

Of Note: The District should have included the addition of Honors Classes to the LCAP. CUSD has not had Honors Classes for years - CUSD is finally adding Honors Classes back into the curriculum.

May 13th 2015, Board of Trustees Meeting Agenda Item # 28 Broadening the Course of Study- New Secondary Courses:
