The crash also injured a San Clemente man, who was taken to Mission Hospital with moderate injuries. His condition is not known.
After the initial crash, reports said, the driver of the Tesla stopped the car and got out to stand on the right shoulder of the freeway when a second car, a BMW, traveling at an "unsafe speed" crashed into the stopped Tesla, Reynoso said.
A third car then crashed into the forming wreckage, authorities said.
The driver of the second car, a 29-year-old woman from Oceanside, was arrested with DUI charges, Reynoso said. She was not identified by authorities.
"The area where the crashes occurred is within a construction zone. A reminder to motorists that the speed limit within a construction zone is 55 MPH," Reynoso said. "Please slow down and designate a sober driver."
