Monrovia Trash Bill Increase Explained
The contract with Athens Services allowed the company to make "reasonable cost adjustments based on external factors."

MONROVIA, CA — As of July 1, you may have noticed your trash bill increased (by 4.32% to be exact). The City received lots of feedback and questions regarding the price increase, and they are now explaining why the costs went up:
- 2.66% was due to a Consumer Price Index cost factor increase, which was calculated between April 2016 and April 2017
- 1% was due to an enhanced State environmental compliance and landfill cost factor increase
- 0.66% was due to factoring in an increase in the State minimum wage
The City of Monrovia currently has a contract with Athens Services for all trash and recycling services, and can veto any rate increase above 5% per year, according to a City press release. However, the contract also allows Athens Services to make "reasonable cost adjustments based on external factors," the statement said.
Monrovia's average residential barrel rate per month is still one of the lowest in the region, according to the press release, at $30.03. Out of the 14 cities that were compared, Azusa was the lowest at $25.98 per residential barrel per month, and San Marino was the highest at $43.11.
