How Can Monrovia Balance Compassion With The Need for Change?

I lived in another city that wasn't too rational when dealing with the problem of transcients (effectively) living in places such as Library Park.  The leadership of the city could not achieve a fair balance between compassion and mitigating the negative effect on businesses, home values, safety of its citizens, and more as the number of transcient people increased.  The ultimate impact was that residents, homeowners and businesses started to move out;  the city lost a significant amount of revenue;  and the city is now a very undesireable place to live, shop or visit.  This has historically happened in other citys.

 

I SURE HOPE THAT MONROVIA IS NOT HEADED ON THE SAME PATH.  It 'appears' that our community leadership is paralyzed on this matter.  City Council member and Police Chief statements at recent city council meetings point the finger everywhere (including to the Foothill Unity Center), and they say nothing about a viable solution or what steps they are trying to take to mitigate the problem.

I hope that something can be done before it is too late for the city of Monrovia.
