LA Regional COVID-19 Recovery Fund
The LA Regional COVID-19 Recovery Fund is making $100 million in grants available to micro-entrepreneurs, small businesses, non-profits, and diverse owned enterprises throughout Los Angeles County. Led by the County and City of Los Angeles in partnership with LISC LA (https://www.lisc.org/los-angeles) and other partners, the LA Regional COVID-19 Recovery Fund was designed to provide a much-needed wave of financial relief to businesses due to COVID-19.
Applicants can apply for grants ranging from $5,000 - $25,000 during the two remaining application periods. These periods include:
- Round 5: October 5 – October 9
- Round 6: October 26 – October 30
For all eligibility requirements and to apply, visit the LA Regional COVID-19 Recovery Fund website.
Please note that grant winners will be chosen through a randomized application system, but applications who meet certain criteria will be weighted more heavily in the system in order to support the most vulnerable Angelenos. These include: veteran-owned small businesses, and city and county districts that have a higher unemployment rate, lower education rate, lower median household income, and lower jobs-to-population rate.

Monrovia Police Awarded $62,500 Grant from California’s Office of Traffic Safety
The safety of everyone traveling is the focus of a grant awarded to the Monrovia Police Department. The $62,500 grant from the California Office of Traffic Safety (OTS) will assist the City of Monrovia’s efforts to reduce deaths and injuries on its roads. The one-year grant is for the 2021 federal fiscal year, which runs from Oct. 1, 2020 to Sept. 30, 2021.
The grant will fund a variety of traffic safety programs, including:
- Patrols with emphasis on alcohol and drug-impaired driving prevention.
- Patrols with emphasis on awareness and education of California’s hands-free cell phone law.
- Patrols with emphasis on education of traffic rights for bicyclists and pedestrians.
- Patrols with emphasis on awareness and education of primary causes of crashes: excess speed, failure to yield, failure to stop at stop signs/signals, improper turning/lane changes.
- Patrols with emphasis on education and awareness of motorcycle safety.
- Roadside checkpoints with an emphasis on awareness and education of alcohol and drug-impaired driving prevention.
- Community education presentations on traffic safety issues such as distracted driving, DUI, speed, bicycle and pedestrian safety.
- Officer training and/or recertification: Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE) and Drug Recognition Expert (DRE).
Halloween Home Decorating Contest
Turn your home into a spooktacular showstopper for all to enjoy! Monrovia residents are invited to enter the Halloween Home Decoration Contest. This contest is free and open to Monrovia residents only. Residents must register for the contest by Friday, Oct. 16. Judging will take place on the week of Oct. 19. After the winners are announced, a map will be published for the community to take a driving tour and see the festive displays.
Get into the Halloween spirit and join in on the pumpkin carving fun! Those interested in the Jack-o-Lantern Carving Contest must submit their carvings by Oct. 19. Judging will take place on the week of Oct. 19. Winners will be selected and notified on Oct. 30. The City will share a video, on YouTube, of all pumpkin carving submissions on Oct. 31.
National Community Planning Month
October 1 kicks off National Community Planning Month, and in honor of the event, the Community Development Department has a new blog post to share. This year's National Community Planning Month theme is VERY topical, "Planning is Essential to Recovery," and centers on how cities are responding to the COVID-19 pandemic. Take a look at the Over the Counter Blog and join in on the National Community Planning month celebration!
Monrovia Chamber & Volunteer Center of the SGV Virtual Beer & Music Festival
This year's the Monrovia Chamber of Commerce and the Volunteer Center of the SGV is hosting a virtual Beer & Music Festival! This event is coming to you in the comfort of your home on Saturday, October 17, 6 p.m. - 7:30 p.m.
Tickets are $50 per person and include (8) 16 oz beers from 8 local breweries in a cooler bag and some other goodies. Each ticket holder will receive a link the week of the event with a login to view the event and the date and time to pick up your beers. This is a 21 and over event. Register for the event.
Monrovia Association of Fine Arts Celebrates Mid-Autumn Festival
The Monrovia Association of Fine Arts, along with the City of Monrovia, are excited to distribute FREE paper lantern kits for children to celebrate the Mid-Autumn Festival!
Pick Up Location & Time
- Wednesday, October 7: Lucinda Garcia Park, 1 p.m. - 4 p.m.
In Eastern cultures, Mid-Autumn Festival (or Lunar Festival) is a traditional harvest occasion that celebrates family, reunions, and gratitude. On this day, the Autumn moon is at its fullest and roundest, shining brightly in the night. Mid-Autumn Festival is traditionally celebrated with crafting of lantern art, moon gazing activities, family dinners, and mooncakes. It's customary to cut up a single mooncake and share it with loved ones to symbolize staying together. During this time we also make and hang up paper cut art, with motifs of the moon and elements from old legends. Mooncakes are eaten because, in addition to the full moon being present during the harvest, in Chinese culture the moon represents union of families and the bonds we share. The Mid-Autumn festival is a time to celebrate the connections we share and our profound sense of belonging to one another.
Bulky Item Pick- Up Program
Athens Services provides two (2) scheduled bulky item collections, at no cost, for residential customers. To arrange for a bulky item collection, please contact Athens Services at (855) 557-1007. Bulky items include any nonhazardous, household items (furniture, appliances, and large boxes, mixed waste) that will not fit into your cart of bin.
Please schedule these collections at least two-days prior to your normal collection day. Once schedule, please place these items out with your normal trash for collection.
To schedule a bulky item pick-up, please call Athens Services at (855) 557-1007. For any questions, please do not hesitate to contact Public Works at (626) 932-5575
Report Bulky Items around Town and Be Entered to Win a Gift Card
Have you seen bulky items around town? If you report them into Public Works, you will be entered into a raffle and could win a $50 gift card to a Monrovia Business! If you are out and about around town and see furniture, boxes, or other items in the Right of Way (not on Private Property), please report them to Public Works. In turn, Athens Services will pick these items up within about 48 hours.

- Be sure to provide our name and address to be entered into the raffle.
Raffle tickets will be pulled each Thursday and the winners will be notified by Public Works Staff.

Monrovia Renewal Construction Updates
Work is underway in the Northeast Section of the Monrovia Renewal project. This represents the final section of work for Monrovia Renewal, which is the largest public works project in City history! The Northeast project section includes the area of the City that is bound by the City limit to the east, Myrtle Avenue to the west, Greystone Avenue and Hillcrest Boulevard to the north, Colorado Boulevard and Royal Oaks to the south.

Development Spotlight
Several significant projects are working their way through the review process and stages of construction here at the City. Among these are the Adaptive Reuse of the Monrovia Market Building (approved on Oct. 1), the Overton Moore Pacific Self Storage Project in the former Verizon Building in Old Town (approved on Nov. 19), 127 Pomona Multi-Family Development with 310 units at Station Square (approved on Jan. 21), the Alexan Multi-Family Development with 436 units at Station Square (approved on Feb. 4), and the Arroyo at Monrovia Station Multi-Family Development with 302 units (Planning Commission approved on Feb. 12).
