The victims were found after someone asked police to conduct a welfare check, according to reports from the scene.
The welfare check was sought after the girl failed to show up for school for several days, KCAL9 reported.
Officers entered the apartment through an open window when they were unable to contact anyone inside and found the bodies, the sheriff's department reported.
The girl was 17 and attended Monrovia High School, located across the street from the apartment building, according to ABC7.
The station posted on Twitter a statement from Monrovia Unified School District Superintendent Kathy Thorossian.
"We are all mourning tonight because of the loss of one of our Monrovia High School students. There is no question that a tragedy of this nature affects our entire community. It is difficult to process the death of anyone, much less someone so young and so promising," Thorossian said.
"The district will have grief counselors available on campus to support students and staff as well all grapple with this terrible loss."
According to KCAL9, the man being sought had an on-again, off-again relationship with the woman, but it was unclear if he had lived at the apartment at some point.
Detectives from the Sheriff's Homicide Bureau were assisting Monrovia police in the homicide investigation.
