Moorpark City Manager Troy Brown has received the Credentialed Manager designation from ICMA, the International City/County Management Association, joining approximately 1,300 local government management professionals across the globe currently credentialed through the ICMA Voluntary Credentialing Program.

To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.
Credentialed Managers demonstrate their education, experience, and commitment to high standards of integrity, ongoing professional development, and bringing value to communities they serve. To become credentialed, a candidate must complete assessments of one’s knowledge of local government principles and one’s leadership abilities, plus successfully pass a review by ICMA’s Credentialing Advisory Board.

“All successful local government managers are driven by service to community, and being recognized by ICMA that I am adding value to the City Management profession is a true honor,” said Brown.
Brown is qualified by 27 years of professional local government executive experience. Prior to his appointment in 2018 as City Manager of Moorpark, he served as City Manager for the City of Tracy and in numerous capacities with the Cities of Livermore, Elk Grove, Riverside, and Santa Clarita.
In addition to his service with Moorpark, Brown currently serves as President-Elect for ICMA for 2020/21 and will be installed as ICMA’s President for 2021/22 at the ICMA’s annual conference in Portland in October. Brown previously served as an ICMA West Coast Regional Vice President and as a Director of VantageTrust Co., an investment company that provides for the commingled investment of $50 billion in assets of retirement plans administered by ICMA-Retirement Corporation.
Brown has also served on numerous policy committees for the League of California Cities, recently completed a term as chair of the Ventura County City Manager’s Association, and currently serves as Board Chair for the Boys & Girls Club of Moorpark & Simi Valley.
ICMA’s mission is to advance professional local government through leadership, management, innovation, and ethics and by increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s 13,000 members in 27 countries also include educators, students, and other local government employees.
