State of California "Stay Home Except for Essential Needs" Order

Governor Newsom has issued an Executive Order ordering all individuals living in California to stay home or at their place of residence except for essential needs. You may leave your homes to access essential services during the "Stay Home" Order. However, our best tool to slow the spread of the coronavirus is to stay safe at home. Ventura County Issues Matching "Stay Well at Home" Order

On March 20, Ventura County issued a matching "Stay Well at Home" order. They simultaneously launched vcemergency.com/staywellvc to provide more information. Under the order,

YOU CAN:

  • Go to the grocery store
  • Go to the pharmacy to pick up medications and other healthcare necessities
  • Go to medical appointments (check with your doctor or medical provider first)
  • Go to a restaurant for take-out, delivery, or drive-thru
  • Care or support a friend or family member
  • Take a walk, ride your bike, hike, jog, and be in nature for exercise - just keep at least six feet between you and others in the community
  • Walk your pets and take them to the veterinarian if necessary
  • Help someone to get necessary supplies

YOU SHOULD NOT:

  • Go to work unless you are providing essential services
  • Visit friends or family if there is no urgent need
  • Maintain less than 6 feet between others when you go out, as possible
  • Travel to or from a job outside the County, unless to perform essential activities
  • Travel to or from a vacation home outside the County
  • Visit loved ones in the hospital, nursing home, skilled nursing facility, or other residential care facility

City Moratorium on Evictions

On March 19, the City issued temporary moratorium on evictions for non-payment of rent by residential or commercial tenants impacted by the COVID-19 crisis. It is in effect through May 31, 2020.

  • Local Utilities:
    • Waste Management is continuing normal curbside trash, recycling, and yard waste pickup service. However, their call centers are currently closed.
    • Ventura County Waterworks District No. 1: COVID-19 does NOT present a threat to water supplies, and distribution sites continue to operate as expected. Offices for in-person payment are currently closed, but bills may be paid at http://cislink.ventura.org, by calling (888) 844-8587, or using a drop box at in front of their offices at 6767 Spring Road in Moorpark.

City of Moorpark Facilities Status

As we do our part to slow the spread of the coronavirus/COVID-19, all City buildings are currently closed. However, City staff is continuing to work and be available by phone and E-mail.

  • Emergency Services: The Moorpark Police Department, Ventura County Fire Department, and Moorpark Public Works Department are all operational.
  • Moorpark City Hall: Moorpark City Hall will be closed from March 18 through at least March 31. Please check the Services Status section for options to obtain City services.
  • Moorpark City Library: The Moorpark City Library is currently closed through at least March 30. But, you can browse the library’s digital collection to access ebooks and audiobooks!
  • Active Adult Center: The Moorpark Active Adult Center will be closed until further notice. Regular congregate lunch participants can pick up a frozen meal at the center if you are between the ages of 60-65 or have a caregiver under 65 to pick up the meal for you. If you are over 65, please call the center at (805) 517-6261 for home delivery options. Home-delivered meal service will continue as normal. More info at (805) 517-6261.
  • Public Parks: All City park restrooms will be closed from March 18 through at least March 31. The Moorpark Dog Park is also closed during this period.
  • Arroyo Vista Recreation Center:
    • Closed through at least March 31. However, staff is available by phone at (805) 517-6300 from 8:30AM - 6:00PM, Monday through Friday, to answer any program or rental related questions you may have.
    • All sports leagues, classes, and programs at Arroyo Vista Community Park and Recreation Center are canceled through at least March 31.
    • Moorpark Little Learners Academy will be closed through at least March 31.
    • We are not accepting new park or room rental applications.

City of Moorpark Services Status (After Stay at Home Order)

As we do our part to slow the spread of the coronavirus/COVID-19, most of the City staff is subject to the state’s Stay at Home order. While we do have a skeleton staff providing emergency and life/safety services, we are currently only able to provide essential services. You may also call (805) 517-6200 to reach City staff. However, we have very limited resources to answer phones, so be prepared to leave a voice mail and get a return phone call.

Here is the status of City services at this time:

  • Emergency Services: The Moorpark Police Department, Ventura County Fire Department, and Moorpark Public Works Department are all operational.
  • Food Services at Active Adult Center: Regular congregate lunch participants can pick up a frozen meal at the center if you are between the ages of 60-65 or have a caregiver under 65 to pick up the meal for you. If you are over 65, please call the center at (805) 517-6261 for home delivery options. Home-delivered meal service will continue as normal. More info at (805) 517-6261.
  • Moorpark City Transit: Public transit passengers are encouraged to heed local directives to avoid unnecessary travel and contact with others.
    • Buses are fully operational
    • Senior and ADA Dial-A-Ride programs are operating, but Saturday hours are reduced to 8A-4P.
    • The Local and East County Transit Alliance (ECTA) Inter-City Senior and ADA Dial-A-Ride Reservation Line, (805) 375-5467, will be closed at 6:30 p.m., Monday through Saturday. Phone reservations will not be available Sundays. Passengers wanting to schedule a trip for Monday will need to call no later than Saturday. For the ECTA Senior and ADA Dial-A-Ride, ECTA fares are currently suspended.
  • On-line Requests for Service: You can still request services on-line, for potholes, streetlight outages, graffiti, and other maintenance items. However, there will be slower-than-usual response times for many requests.
  • Building & Safety Services: Contact Building & Safety staff by E-mail or by calling (805) 517-6276.
    • Building Permits: We are completing plan checks that were submitted on or before March 19. However, we are not issuing new building permits until the shelter in place order is lifted.
    • Building Inspections: Building inspections for previously-issued permits are available by calling (805) 517-6274. The City has the capability of performing virtual inspections via Skype or Facetime.
    • Building Permits: The City is not currently issuing new building permits. However, the City will issue retro-active permits for emergency work for the following:
      • Water heater replacements
      • Roof repairs
      • Slab leaks or other water main breakages
      • Electrical panel failures and electrical shorts
      • Board-ups of commercial and residential properties such as for vehicular damage or
  • Planning Division Services: Planning services are not currently available.
  • Business Registrations: Business Registration services are not currently available.
  • Code Compliance: You may still file an on-line report at any time. City staff is responding to life/safety issues
  • Animal Licenses: Animal licensing services are available through Ventura County Animal Services website.
  • Parking Violations: Parking violations may be paid by credit card at www.parkingticketpayment.com/moorpark.
  • Parking Restrictions:
    • Street Sweeping: The City is not enforcing street sweeping parking restrictions at this time.
    • Permit Parking Only: The City is not enforcing permit parking only requirements at this time.
  • Public Works Counter: Public Works counter services are not currently available.

City of Moorpark Events Status

The Governor and Ventura County Public Health Officials have directed that events with 250 or more attendees be canceled. They have further directed that events with fewer than 250 people be canceled unless social distancing (six feet) can be accomplished.

Therefore, the following City events and programs have been postponed or canceled:

  • Moorpark Has Talent (March 13): Canceled. Please hold on to your Moorpark Has Talent tickets! Tickets will be required to receive a refund. All refunds will be provided in cash after our Recreation Division offices reopen. Please check back for updates.
  • Arts Master Plan Visioning Session (March 16): Canceled
  • Community and Economic Development Committee Meeting (March 18): Postponed
  • Make Moorpark Count - Dolores Huerta Presentation (March 19): Canceled
  • Make Moorpark Count Fiesta (March 21): Canceled
  • Household Hazardous Waste Drop-Off Event (March 21): Canceled
  • State of the City Address (April 7): Postponed
  • Bingo Bash at the Active Adult Center (April 8): Postponed
  • Easter Egg Hunt (April 11): Canceled
  • Earth Festival (April 25): Canceled
  • Big Trick, Big Read at the Moorpark City Library (May 2): Canceled
  • All Youth and Adult Sports Leagues: Postponed Until Further Notice

Resources and General Information

Proclamation of Local Emergency

On March 13, City Manager Troy Brown proclaimed a local emergency. The City Council ratified the proclamation on March 18. The proclamation is not in response to a direct incident within Moorpark. Rather, the proclamation of a local emergency temporarily relaxes the City’s purchasing requirements to allow the City to acquire goods and services at a moment’s notice, enhancing its ability to protect public safety. The proclamation is also required for Moorpark taxpayers to be reimbursed from national and state agencies for expenses incurred during the emergency.
