Information On Moorpark Stage 2 Business Re-Opening Procedures
You may open for business, subject to your industry requirements, beginning Friday, May 8.

The State of California and Ventura County Public Health Department have published the process for certain retailers, manufacturers, and logistics businesses to re-open in Moorpark and across Ventura County on Friday, May 8. While you should read the May 7 County Health Order in its entirety, here are the steps to qualify to open:

1. DETERMINE IF YOU CAN OPEN
If you are not sure if you qualify to re-open, contact Ventura County Public Health at (805) 202-1805 or covidcompliance@ventura.org. According to the State Guidelines:
The following types of businesses can open with modifications:

- Essential businesses
- Curbside retail including bookstores, jewelry stores, toy stores, clothing stores, shoe stores, home and furnishing stores, sporting goods stores, antique stores, music stores, and florists.
- Supply chains supporting the above businesses, in manufacturing and logistical sectors
The following types of businesses cannot open yet:
- Destination retail including shopping malls and swap meets
- Office-based businesses (telework remains strongly encouraged)
- Dine-in restaurants
- Personal services including nail salons, tattoo parlors, gyms, and fitness studios
- Hospitality services including bars, lounges, and nightclubs
- Personal services including car washes, pet grooming, tanning facilities, and landscape gardening
- Community centers including public pools, playgrounds, and picnic areas
- Religious services and cultural ceremonies
- Schools and childcare facilities
- Entertainment venues, such as movie theaters, gaming facilities, and pro sports
- Outdoor museums and open gallery space
2. REVIEW AND COMPLY WITH YOUR INDUSTRY REQUIREMENTS
Check the State of California guidance for various industry types (retailers, restaurants, construction, etc.) designed to create a safer environment for workers. Before you open, you must review the guidance, prepare a plan, and post the checklist for your industry to show customers and employees that you’ve reduced the risk and are open for business.
3. SELF-CERTIFY
You are required to complete an on-line self-certification form for Ventura County Public Health at www.vcreopen.com. You will need to certify that:
- My business is in one of the designated industries permitted to reopen by the State of California & the VC Health Officer order
- I have performed a detailed risk assessment of my business in accordance with the state guidelines
- I have a written worksite-specific COVID-19 prevention plan and have posted it at my business
- I have implemented control and screening measures for my business
- I have implemented disinfecting protocols for my business in accordance with CA Department of Public Health guidance
- I have trained employees on how to limit the spread of COVID-19 including how to screen themselves for symptoms
- I agree to have an on-duty employee responsible for monitoring compliance with my plan
- I have posted the compliance hotline flyer provided in a prominent location visible to the public and employees
4. OPEN
You may open for business, subject to your industry requirements, beginning Friday, May 8.
You should be prepared to receive a site visit in the coming days to confirm that you are in fact complying with the social distancing protocols that apply to your business type. However, you may open your business prior to the site visit if you complete your self-certification.
