May 21 Update: Information on Stage 2 Business Re-Opening Procedures
INFORMATION FOR IN-RESTAURANT DINING AND IN-STORE RETAIL COMING MAY 21
Late Wednesday, May 20, Ventura County became the first and largest Southern California County to receive approval from the California Department of Public Health (CDPH) to move forward on an accelerated Stage 2 path to reopening. Ventura County officials are now updating the Ventura County Public Health Order to allow retail and restaurants to open more fully on Thursday. The County and City have shared guidance on how affected businesses should prepare to meet requirements to open in the past couple days. PROCESS FOR BUSINESSES TO RE-OPEN
1. DETERMINE IF YOU CAN OPEN
If you are not sure if you qualify to re-open, please call 844-VC-OPENS (844-826-7367). According to the State Guidelines:
The following types of businesses can open with modifications:
- Essential businesses
- Curbside retail (update expected May 21)
- Restaurants for take-out/delivery (update expected May 21)
- Office-based businesses (though telework remains strongly encouraged)
- Manufacturers
- Dentists
- Logistics
- Car Washes
- Pet Grooming
- Landscape Gardening
- Childcare for those outside of the essential workforce
The following types of businesses cannot open yet:
- Dine-in restaurants (update expected May 21)
- Destination retail including shopping malls and swap meets
- Personal services including nail salons, tattoo parlors, gyms, and fitness studios
- Hospitality services including bars, lounges, and nightclubs
- Community centers including public pools, playgrounds, and picnic areas
- Schools and colleges
- Entertainment venues, such as movie theaters, nightclubs, concert venues, casinos, arcades, and live sports
2. REVIEW AND COMPLY WITH YOUR INDUSTRY REQUIREMENTS
Check the State of California guidance for various industry types (retailers, restaurants, construction, etc.) designed to create a safer environment for workers. Before you open, you must review the guidance, prepare a plan, and post the checklist for your industry to show customers and employees that you’ve reduced the risk and are open for business.
3. SELF-CERTIFY
All open businesses are required to complete an on-line self-certification form for Ventura County Public Health at www.vcreopen.com, including businesses that opened under previous stages (including grocery stores, take-out restaurants, pharmacies, and essential businesses). You will need to certify that:
- My business is in one of the designated industries permitted to reopen by the State of California & the VC Health Officer order
- I have performed a detailed risk assessment of my business in accordance with the state guidelines
- I have a written worksite-specific COVID-19 prevention plan and have posted it at my business
- I have implemented control and screening measures for my business
- I have implemented disinfecting protocols for my business in accordance with CA Department of Public Health guidance
- I have trained employees on how to limit the spread of COVID-19 including how to screen themselves for symptoms
- I agree to have an on-duty employee responsible for monitoring compliance with my plan
- I will post Ventura County’s COVID-19 Hotline Flyer
4. OPEN
You may open for business, subject to your industry requirements, immediately after certifying your business.
You should be prepared to receive a site visit in the coming days to confirm that you are in fact complying with the social distancing protocols that apply to your business type. However, you may open your business prior to the site visit if you complete your self-certification.
