Good News For Some Palo Alto Residents: Arrest Made Of Alleged Window Masturbator

The 63-year-old man was spotted more than once naked in his apartment in full view of the courtyard and neighbors.

Palo Alto police arrested a 63-year-old man this week after two separate incidents where he allegedly sat naked in front of his apartment complex window and masturbated in full view of other residents.

On Tuesday at about 6:43 p.m., the 24-hour dispatch center received a call of an incident exposure that had just occurred inside the Opportunity Center at 33 Encina Avenue, and officers detained the suspect, Palo Alto resident Scott Ford Bogart, according to the department.

Police said a man in his 30s, who lives at the complex, looked outside his window and could see Bogart inside his fifth-floor apartment, seated in full-view in a chair next to a picture window facing the courtyard and many apartments.

The resident told police that Bogart was masturbating and looking at the man, and once they made eye contact, the suspect turned off the lights in his apartment, then flicked them on and off again.

Police said that is when the man called law enforcement.

Officers previously responded to a similar complaint -- involving the same suspect -- at 6:40 p.m. a week ago on Feb. 15.

In that case, a 21-year-old woman and two teen girls were standing on a second-floor balcony of the complex and reportedly saw the suspect naked and masturbating at his window and flickering the light on and off in his room, police said. He had not made eye contact in that instance, police said.

A crime report from that night was forwarded to the District Attorney’s Office for review.

After the Feb. 17 call, police did book Bogart into the Santa Clara County Main Jail for one count of misdemeanor indecent exposure.

At his arraignment on Friday, the Santa Clara County District Attorney’s Office filed two misdemeanor counts of indecent exposure against him-- one for each reported incident, police said.
