Murrieta's Justin Clifton Named 2026 City Manager Of The Year By Government Business Review Magazine

MURRIETA, CA — Murrieta City Manager Justin Clifton has been named the 2026 City Manager of the Year by Government Business Review Magazine for his leadership and public service in Southwest Riverside County, the city announced last week.

Clifton, who took over as city manager in January 2025, was recognized for guiding key municipal priorities, including economic development, infrastructure projects, public safety initiatives, homelessness services, and internal organizational operations.

"This recognition is an incredible honor, but it is truly a reflection of the entire City of Murrieta team," Clifton said in a statement. "Our employees are committed to finding innovative solutions and making a meaningful difference in the community every day. I'm proud to be part of this team and grateful for the opportunity to serve Murrieta."

City leaders praised Clifton's strategic planning and focus on fiscal responsibility since taking the top administrative role.

"Justin's experience and leadership continues to bring tremendous value to the City of Murrieta," Mayor Jon Levell said. "As an 'out-of-the-box' thinker, he's creative and intuitive where it counts. I feel privileged to work with someone who brings value to each conversation because of their experience."

Murrieta, located in Southwest Riverside County, is home to more than 121,000 residents.
