Lowe's would rather hire more part-time employees than give existing healthcare and pass the burden onto the taxpayers and emergency rooms when their emplyoees need medical attention. I have a choice if I want to buy from Lowe's. I don't have a choice when my taxes and premiums go up to pay for their employees. The same with Papa John's.
