There are currently 7 Board Members, none of them live in the Santa Rosa Division. Is this why the Rancho Division rates are less than 1/2 of the Santa Rosa Divisions? Court have recently found Palmdale's at-large elections violate Voting Rights Act, what about Rancho's at-large elections?
