City Of Napa Welcomes New Deputy Public Works Director And Planning Manager

NAPA, CA — The City of Napa is pleased to announce the hiring of Jessica Lowe as Deputy Public Works Director, effective June 27, and Ricky Caperton as Planning Manager, effective July 11.

“With the addition of Ms. Lowe and Mr. Caperton, the City is further positioned to build a healthy, thriving future for our residents,” said City Manager Steve Potter. “Both individuals bring a wealth of experience to the table, and I look forward to seeing them elevate our approach to planning and development. I have no doubt that they will be key partners in our commitment to providing a high quality of life for our community.”

Lowe brings vast engineering expertise, built primarily within the public sector. Before her recent hire at the City of Napa, Lowe served as Assistant Director of Engineering at the City of Hutchinson, KS and as an Engineer with the Metropolitan Water District of Southern California.

As Deputy Public Works Director, Lowe will lead all aspects of the City’s Engineering Division and provide vital engineering project design, development, and construction services to the Napa community. In this senior management position, she will oversee the City’s Capital Improvement Program with over 50 funded projects for improvements to streets, drainage, traffic safety, parks, and City buildings.

Caperton comes with a strong track record of planning success, with special expertise in environmental planning. His background includes work with the City of Clovis as a Senior Planner and then Deputy City Planner, as well as roles with the City of Fresno and PlaceWorks.

As the City’s Planning Manager, Caperton will lead the Planning Division in guiding private development and enforcement of City codes. He will also assist in completing, as well as focus on implementing, a comprehensive General Plan Update that will establish the community vision for the next 20 years, strategically plan key downtown and underdeveloped sites, and prepare guidelines Zoning Regulations to reflect the increasing modernization of the community.
