Applicants Sought for Napa County Library Commission

The County Executive Officer announcesthe existence of one (1) opening on theNapa County Library Commission. The position isappointed by the Board of Supervisors with the term of office to commence upon appointment and expire January 31, 2019.

The County Library Commission meets the first Thursday of every other month at 5:00 p.m. in the County Library in Napa, unless otherwise specified.

Anyone interested in consideration for appointment must submit a completed application form and apply either through the above-listed coordinating agency/organization or to the County Executive Office, 1195 Third Street, Room 310, Napa, 94559, telephone (707) 253-4421 no later than 5:00 p.m. on January 8, 2016. The Napa County Library Commission consists of eight members: three appointed by the Board of Supervisors; two appointed by the Napa City Council; one appointed by the American Canyon City Council; one appointed by the Calistoga City Council; and one appointed by the Town of Yountville Council. The Commission, on behalf of all residents:

· advises the Library Director, the Napa County Board of Supervisors, and local appointing authorities on matters pertaining to the library,

· advocates on the Library’s behalf and

· ensures an ongoing flow of information between the Library, the community and elected officials.

Commission members are charged with attending regular board meetings and trainings in an attempt to fully understand the functions of librarianship (public, technical, administrative services and technology), and participating in long-range planning for the Library so that the needs of all segments of the community are assessed and considered.

Applicants sought for the Napa County Tobacco Advisory Board

The County Executive Officer announces openings on the Napa CountyTobacco Advisory Board.The terms of office will commence immediately.

· Four (4) Community representative(terms expire Jan 31, 2018);

· One (1) Agency Concerned with Tobacco Related Diseases representative (expires Jan 31, 2017)

· Two (2) Health Care Organization representative (terms expire Jan 31, 2018)

The Advisory Board meets seven times per year on the fourth Tuesday of the month from 12:00 to 1:30 p.m. at the Queen of the Valley Hospital Community Outreach Conference Room, 3448 Villa Lane, Suite 102, Napa, CA 94558

The Tobacco Advisory Board (TAB) consists of 9 members. One (1) member represents Agencies concerned with Tobacco Related Diseases, two (2) members representing Health Care Organizations, one (1) member represents Educational Institutions, four (4) members are Community Representatives and one (1) member represents Local law enforcement.

The Tobacco Advisory Board helps implement tobacco control efforts and demonstrates public support on tobacco control issues. The mission of the Tobacco Advisory Board is to combat the dangers posed by the widespread use of tobacco products in Napa County, including secondhand smoke exposure, availability of tobacco products, and the overall influence of the tobacco industry. The Advisory Board promotes a smoke-free lifestyle, responsibility for children as it relates to tobacco usage, the control of access to tobacco products, and the availability of cessation services.

The County Executive Officer announcestwo (2) vacancies on theArea Agency on Aging Serving Napa and Solano Counties representing Supervisorial District2and District 4 with the terms of office to commence immediately and expire July 1, 2017 (Districts 2) and July 1, 2016(District 4). Applicants need not reside in the supervisorial district. However, residents of the district will receive priority in consideration for the appointment.

The Agency meets on the 3rd Tuesday of the month at 2 p.m. at the Area Agency on Aging Conference Room at 400 Contra Costa St. in Vallejo and alternately in Napa.

The Agency consists of 16 members who serve on the Board of Directors. One member is from each supervisorial district of Solano County and one member is from each supervisorial district of Napa County. Additionally, three members from each county are elected by the Agency.

The role of the Agency is to plan, coordinate and advocate for the development of local programs to meet the needs of older persons. The Agency provides or contracts with local entities for vital services needed by older adults in the community and monitors all programs to assure that resources are used properly and effectively.

The Council was established pursuant to Section 749.22 of the Welfare and Institutions Code. The purpose of the Juvenile Justice Coordinating Council is as follows:

A) Advise the Chief Probation Officer in the development of the proposed expenditure plan for funds provided for under the Comprehensive Youth Services Act, and to advise the Chief Probation Officer with respect to compliance with all statutory and all state and federal guidelines and regulatory requirements;

B) Develop and submit to the Board of Supervisors a Comprehensive Multi-agency Juvenile Justice Plan in accordance with the requirements of the Crime Prevention Act of 2000 and all guidelines and requirements of the State Board of Corrections; and,

C) Develop methods of monitoring expenditure of funds, to insure quality of services provided, and to evaluate the outcome effectiveness of services and programs funded under the Comprehensive Youth Services Act (Chapter 3.2 of Part 6 of Division 9 of the Welfare and Institutions Code) and any other juvenile justice expenditures as the Board of Supervisors may direct.

The County Executive Officer announces the existence of three(3) openingsonthe Wildlife Conservation Commissiondue to expiring terms. The terms of office will commence immediately upon appointment:

The Commission meets quarterly and conducts special meetings on an on-call basis as needed at Napa County Library Community meeting room, 580 Coombs Street, Napa, CA.

The purpose of the Napa County Wildlife Conservation Commission is to advise the Board of Supervisors on policy matters related to the preservation and enhancement of wildlife and their habitats. The Commission annually submits a recommendation to the Board of Supervisors for allocation of State Department of Fish and Game fine monies. For the past decade, the Commission and Board have apportioned funds where they will best preserve/protect wildlife resources and educate the community in those matters.
