Napa Housing Section 8 Rules Changes On Tuesday Agenda

Napa's Housing Authority board will see updates to the city's Section 8 rental assistance program Tuesday.

NAPA VALLEY, CA — Napa's is overhauling the city's Section 8 voucher program policies to comply with recent federal regulations, aiming to simplify tenant eligibility and strengthen housing safety standards.

On Tuesday the Housing Authority board will review proposed updates to the city's its Section 8 Housing Choice Voucher Administrative Plan, which guides program administration in compliance with HUD regulations and local discretion policies.

The revisions come in response to two major federal updates, according to the agenda for Tuesday's meeting.

The Housing Opportunity Through Modernization Act changes how income and assets are calculated and streamlines recertifications, and the National Standards for the Physical Inspection of Real Estate shifts inspections to focus on conditions that could harm residents.

The current plan, adopted in 2008 and last amended in 2021, needs revision due to recent HUD updates, including HOTMA (affecting income/asset calculations, recertifications, and local flexibility) and NSPIRE (updating property inspection standards).

Staff have drafted a revised plan, will present proposed policy changes for feedback from Housing Authority board members, and will release the draft for a 45-day public comment period in mid-February, aiming for Board approval on April 7, 2026.

The Housing Authority meeting will be in the City Hall Council Chambers at 3:30 p.m.
