Napa Valley School District Seeks Measure H Bond Oversight Committee Members

NAPA VALLEY, CA – Community members who live within the boundaries of the Napa Valley Unified School District are invited to apply for membership on the Measure H Bond Oversight Committee, the body that is charged with informing the public about the expenditures of bond proceeds that were authorized by the voters with the passage of Measure H in June.

The committee will review and report on the proper expenditure of taxpayers’ money for school construction and advise the public as to whether the District is in compliance with law that requires that

  • bond funds are expended only for the construction, reconstruction, rehabilitation or replacement of school facilities;
  • no bond funds are used for any teacher or administrative salaries or other school operating expenses;
  • the list of projects to be funded was included on the ballot;
  • an annual independent performance audit is performed; and
  • an annual independent financial audit is performed.

According to California’s Prop. 39, the Oversight Committee must include at least seven members, and must include:

  • One business member who is active in a business organization representing the business community located within the school district;
  • One member who is active in a senior citizen’s organization;
  • One member active in a bona fide taxpayer association;
  • One member who is a parent or guardian of student enrolled in the District; and
  • One member who is both a parent or guardian of a District AND is active in a parent-teacher organization.

Prop. 39 requires that member terms be two years, without pay, and that members can serve no more than two consecutive terms. Meeting dates, times and sites will be determined by the Committee at its first meeting.
Anyone who is interested should complete the two-page application form and submit it by 4 p.m on Sept. 9 to the Business Services office at the Napa Valley Unified School District, 2425 Jefferson Street, Napa, Room 121.
