Parole Denied For Convicted Napa County Rapist, Kidnapper

NAPA COUNTY, CA — A convicted Napa County rapist and kidnapper was recently denied parole, Napa County District Attorney Allison Haley announced Wednesday.

Gilardo Garcia Alvarado is currently serving a life sentence for kidnapping and raping a then-18-year-old victim in 1999.

Alvarado, now 48 years old, stipulated a three-year denial of parole, meaning he would be able to reapply in three years. His request was granted by the California Board of Parole Hearings during a hearing that took place Friday via teleconference at Chuckawalla Valley State Prison.

Alvarado stands convicted of kidnapping to commit rape; rape by use of an intoxicating, or
anesthetic or controlled substance; and unlawful driving or taking of a vehicle.

On March 14, 1999, Alvarado spotted the victim passed out drunk in her friend’s Chevrolet Blazer, which was parked at the Riverside Shopping Center. He obtained the keys to the car and drove her to an unknown location, where he undressed the unconscious woman and raped her. Alvarado then drove to a Chevron gas station on the corner of Imola and Soscol Avenues to get gas, where he was contacted and arrested by police.

Alvarado’s hearing was attended by Assistant DA Paul Gero, who argued against the three-year stipulation. Gero sought a longer denial of parole based primarily upon the significant effect on the victim each time a hearing is required and the complete lack of accountability for his behavior by the prisoner, the DA's Office said.

"The denial of Mr. Alvarado’s parole shows a commitment to safeguarding the rights and dignity of the innocent," Gero said. "The effects of the kidnapping and rape of an unconscious victim by Mr. Alvarado continue to reverberate so many years later. Unfortunately, Mr. Alvarado still does not grasp the profound damage he has caused the victim and her family."
