Park Overhaul Will Honor Late Beloved Councilmember, Add New Playground In Novato

The City Council voted to rename the neighborhood park and move forward with accessibility upgrades, a new mural and other improvements.

NOVATO, CA — The Novato City Council voted early July to rename Hamilton Amphitheater Park while moving forward with a $700,000 renovation that will bring a new accessible playground, mural and other improvements to the Hamilton neighborhood park.

The park will be renamed Mark J. Milberg Community Park in honor of the former Novato mayor and councilmember, who died unexpectedly in October 2025.

Milberg was appointed to the City Council in 2021, served as mayor in 2024 and represented the Hamilton area during his time in office.

Following his death, city leaders and residents remembered him for his commitment to the community, and the city later announced plans to dedicate the park in his honor.

Parks, Recreation and Community Services Director Katie Gauthier said the proposal, submitted by Mayor Pro Tem Kevin Jacobs and Councilmember Tim O'Connor, met the city's naming criteria by recognizing Milberg's "extraordinary service to the City of Novato, his leadership within the Hamilton community and his longstanding support of this specific park."

The renaming will coincide with a previously approved capital improvement project to replace the aging, sand-based playground with a new accessible play structure for children ages 2 to 5, rubberized safety surfacing, upgraded ADA pathways, improved restrooms and drinking fountains, officials said.

The project will also include a new mural, with construction expected to begin in summer 2026.

Mayor Rachel Farac said tying the park's new name to the renovation will create a meaningful community celebration honoring Milberg's legacy.

Jacobs, who represents the Hamilton area, made the motion to rename the park, with Councilmember Tim O'Connor seconding it.

Farac also said the action highlighted the need to revisit the city's more than 20-year-old policy governing the naming of public facilities.

City staff said park signage and wayfinding will be updated over time, with a dedication ceremony and ribbon-cutting planned after the playground improvements and mural are completed.
