"Initiate a conversation with the City Council in order to determine the scope for the Civic Center Master Plan project. Specifically, at this first workshop, staff is asking for Council to define and prioritize goals for and delineate the boundaries of the proposed Master Plan of the Novato Civic Center.
Recommendation: Provide direction regarding: (1) the primary goals and priorities for the Civic Center Master Plan; and (2) the boundaries of the Civic Center Master Plan.
