Confused City Casting for Coins from Transportation Authorities

Novato in a 3-2 vote wants a threesome with Canal Area and Marin City to plan transportation for Novato.  Novato already has a transportation plan and can receive funds through Lifeline grants without this threesome.  Transportation Authority will control the plan for all three areas, yet Novato wants to be in charge.  Debatable?  Does this make sense?  Yet,  Novato staff says they do not have time to consider Landing Court, Clauson Court, Partridge Knolls, Atherton Acres land use and easements.  Yet, Mayor Lucan, Denise Athas, and Madeline Kellner voted to give more work to staff  and require them to be in charge of the threesome plan for the Canal and Marin City in order to save $75,000 of taxes.  San Rafael refused this type of planning as after many years the Transportation Authority did not allow spending for their pedestrian plan.( need info  on this)  But how absurd; it shows that in the final step that the transportation bosses are in charge.  The bosses also took about $ 80,000 from the canal fund and gave it to the Smart Train plan.  Absurd, as they say there are no strings attached. Yet the threesome is connected to Metropolitan Transportation bosses and to the One Plan Bay

Area housing bosses who determine how may units Novato has to build.  Thanks to Pat Eklund and Jeanne MacLeamy for their reasonableness in discussing the issue and voting no against this threesome. Novato has other priorities:  General Plan land use issues, budget issues, economic issues and maintenance and housing and school issues and does not need to change horses in mid-stream.  What gives?
