Here are the top stories in Oceanside-Camp Pendleton today:

  1. The hotly debated approval of the Ocean Kamp Wave resort project was upheld by the Oceanside City Council at Wednesday's meeting. The plans include "an artificial surfing lagoon, restaurants, shops, a 300-room hotel and up to 700 homes. The Oceanside Planning Commission signed off on the project in July, but two groups — the local nonprofit Preserve Calavera and San Diegans for Sustainable, Economic and Equitable Development (SD SEED) — appealed the decision to the City Council. SD SEED, which represents local labor unions, dropped its appeal after a private settlement just before Wednesday's council meeting. Dozens of union members, mostly carpenters and plumbers, and their families attended the meeting in support of the project and the jobs it would bring to the area." (The San Diego Union-Tribune)
  2. MiraCosta College is one of only two community colleges to receive grants from the state's stem-cell agency. "MiraCosta College has received a state grant to offer internships, mentoring and financial support for students pursuing careers in stem-cell research and manufacturing.
    The Oceanside college was one of 16 in California to receive grants totaling $46 million from the California Institute for Regenerative Medicine. MiraCosta and Solano Community College in Fairfield were the only community colleges to receive the state grants, worth $2,894,500. Students who are working toward a bachelor's degree in biomanufacturing at MiraCosta will be eligible to participate in the program." (Times of San Diego)
  3. The Oceanside Día de los Muertos festival returns to downtown on Sunday. "The 21st annual event is from 10 a.m. to 5 p.m. on Pier View Way next to City Hall and the Oceanside Civic Center. Highlights include community and family altars built in memory of loved ones with marigolds from Mellano Flowers and traditional music and dancing, along with chalk cemetery and kids crafts and activities."   4. San Diego County students are now eligible to apply for loan forgiveness. "Applications officially opened Monday to student loan borrowers nationwide, allowing millions to apply for thousands of dollars in forgiveness, according to President Joe Biden's administration. ... In San Diego County, graduates of the University of California, San Diego completed their degrees with an average of $19,969 in student loans in 2019-20. Graduates of the San Diego State University completed their degrees with an average of $20,300 in student loans in 2019-20." Find out how you can apply for student debt relief: (Patch)
