Here are the top stories today in Oceanside-Camp Pendleton:

  1. Oceanside is set to have its first year-round homeless shelter with the help of A $3.25 million grant from the County. The 50-bed shelter, operated by the San Diego Rescue Mission, is set to open early next year and will provide people needed services including counseling, medical and mental health care, job training and more. The money awarded to Oceanside is part of a $10 million County grant program which also awarded funds to the City of San Diego and Vista for safe parking programs. More than $5 million is still available to cities to help initiate new and permanent shelter solutions. (countynewscenter.com)
  2. An outside investigation of the Oceanside treasurer concluded that Treasurer Victor Roy violated several conduct and ethics codes, including viewing inappropriate material at a city library and making inappropriate comments about a dead city employee, according to a third-party investigation report released last week. Zappia Law Firm conducted the investigation following several allegations from Treasury Manager Steve Hodges made against Roy. The report found that Hodges' allegation that Roy was caught viewing inappropriate material at the Mission Branch Library was true. A senior librarian saw Roy looking at "adult nudes" and asked him to leave, but instead he stayed and took the photos off of the computer while continuing to download material. (Coast News)
  3. The San Diego County Sheriff's Department warned the public about a recent telephone scam threatening people over supposed missed court appearances. The crooks carrying out the scheme claim to be deputies and demand that would-be victims go to sheriff's headquarters in Kearny Mesa to resolve the problem, the regional law enforcement agency advised. The crooks also sometimes use a caller-ID "spoofing" device to make it appear as though the call is coming from a sheriff's station, jail or court office. Unresolved legal issues cannot be resolved over the phone or at a police station, only through the courts. People with outstanding warrants are urged to turn themselves in during business hours at a county court facility. (Patch)
  4. Get ready for some foodie fun! San Diego Restaurant Week returns Sunday. The event, featuring more than 100 restaurants from throughout the region, continues through Oct. 2. How does San Diego Restaurant Week work? Peruse a range of eateries online, to see chef-crafted prix-fixe menus offered at a range of prices. Brunch, lunch and dinner options are available, as are a variety of cuisines, from Asian to Spanish, along with special menus, such as vegan or those that include a cocktail as a course. Lunch options start at $20, with prices rising to $80 for certain dinner menus. Though reservations are not required, organizers them as eateries fill up quickly during Restaurant Week. (Patch)
