OCEANSIDE, CA — The Oceanside Council meeting on Wednesday is a joint meeting of the Oceanside City Council, Oceanside Small Craft Harbor District Board of Directors, Oceanside Community Development Commission, and the Oceanside Public Financing Authority.

The Closed Door session starts at 3:30pm, followed by regular business at 5:00pm. Public hearings commence at 6:00pm.

- Amendment to the agreement with West Yost Associates of San Diego for facilitation of converting existing customers to recycled water associated with the City’s Recycled Water Capital Improvement Program and for facilitation of new recycled water connections for private developments.

- Approval of a Memorandum of Agreement with the United States Army Corps of Engineers for additional dredging of the Oceanside Harbor entrance for beach nourishment.

Staff report note: The City Council approved a Memorandum of Agreement with the United States Army Corps of Engineers, Los Angeles District in 2019 to provide additional sand from dredging when it becomes available. The City is allowed to piggyback on the Corps project after the required navigational channel depths are met and provide additional sand on City beaches ahead of the summer season. The City will only pay for additional dredged sand above the set limit which is necessary to maintain the channel depths and reduce navigational hazards. If no additional sand is available to be dredged from the project, the City will not fund any work.

- Acceptance of grant funds from the County of San Diego’s Neighborhood Reinvestment Program and the State of California’s Specified Grant Program for renovations at Brooks Street Swim Center.

- Adoption of the revised City of Oceanside Salary Schedule, retroactively effective December 26, 2021, and updated Executive Salary Schedule, retroactively effective October 1, 2021

- Approval of residual receipts loans in a total amount not to exceed $3.5 million to Greenbrier Village LP to finance the new construction development of 60 units located on the west side of Greenbrier Drive, between Apple Street and Oceanside Boulevard, of which 59 units will be for persons experiencing homelessness and extremely low-income households at-risk of homelessness.

- Acceptance of the report from Q2 Data and Research LLC on the 2020 decennial census data to redraw the City Council District Boundaries in accordance with California Elections Code 21621, and receive public testimony on the composition of districts for City Council Offices.

- Adoption of an ordinance to amend the Downtown Zoning Ordinance to provide for additional commercial uses within the Downtown Use Matrix, while streamlining the review of such uses as modified by the California Coastal Commission (CCC) as part of the implementation plan of the Local Coastal Program (LCP) (Introduced December 15, 2021, 5-0).

Members of the public who elect to attend in person are required to wear facial coverings in City facilities and maintain appropriate social distances, and may be required to wait in a holding area to maintain capacity restrictions.
