The San Juan Capistrano man says the unauthorized use of his property by Caltrans has resulted in damage to his fencing and landscaping.
SAN JUAN CAPISTRANO, CA — A San Juan Capistrano man is speaking out after years of what he calls an unauthorized use of his property by Caltrans construction and maintenance crews, ABC7 reported.
Logan Bates told ABC7 that when he bought his home — located alongside the 5 Freeway — he anticipated Caltrans freeway construction.
