Seeking Hit and Run Information in Rolling Hills Estates

My friend was involved in a Hit and Run accident on Monday, August 18 at approximately 10:45 pm. She was driving a pink Vespa scooter and was hit by what she believes is a blue or dark colored car, possibly a Subaru Forester, coming off Hidden Valley onto PV Drive North. The driver may have been a blond female. My friend has had a concussion and amnesia from the incident and is only now starting to piece together the details.She was left unconscious in the road after the driver fled the scene and was found by the next car that approached.
