Bay Area New Housing Does Not Keep Pace with Job Growth

Anian Tunney, Piedmont CA real estate agent broker associate talks about CEQA and how it may be the cause for Bay Area housing issues.

According to Todd Williams, partner at Wendel, Rosen, Black & Dean LLP, who is also the chair of the firm’s Land Use Practice Group, the biggest obstacle to new housing being built near transit hubs is the CEQA. (1) The CEQA is the California Environmental Quality Act, a California statute passed in 1970. Many pro-development advocates have charged that the CEQA statute has caused the housing sprawl away from employment centers, resulting in long commutes, more pollution and sky-rocketing real estate prices in places like San Francisco, Oakland/Berkeley, the Peninsula and the South Bay.

Williams goes on to say that development opponents use the statute to create roadblocks in development projects in these areas by negotiating for more money and other concessions, and even prevent housing projects completely, in areas that can support them and don’t result in significant environmental impact, and would result in much shorter commutes for employees.

This leads to a big issue for employers and business owners, which is quality of life in the Bay Area. According to a recent poll by the Bay Area Council , more than a third of Bay Area residents said they are planning on leaving the region. In order to keep they Bay Area a desirable place to live, work and raise a family, Willliams suggests a 21 County mega-region may be a good idea in theory, but could also create a lot of stumbling blocks. Some cities fear loss of local control and that the needs of smaller local communities would not be addressed by such a solution.
