DA to prosecute Hercules teen bullying victim?

A Hercules transgender teen who reacted to repeated bullying by using her dukes is being charged by the Contra Costa County DA's office for battery, after the matter was already resolved by the West Contra Costa Unified School District.  This was reported in the CC Times here

If the DA’s office prosecuted everyone for anything, then I might understand, but they do not.  They are understaffed, so they carefully pick and choose who they will prosecute.  I learned this when I reported an act of fraud to the State of California Elections Fraud Office.  The violation was perpetrated by a candidate for city office against the electorate, by deliberate  misrepresentation of qualifications.  It was not a sudden emotional response to bullying, but something that was thought out as the individual filled out paperwork and participated in interviews.  Further more, this individual was a full fledged adult, in their 50's.  The victims of this act of fraud numbered approximately 25,000 citizens.

I have attached the response to my complaint from Secretary Bowen's office, although it is difficult to read.  The letter states that the State Election Fraud Office referred my complaint to the CCC DA for prosecution, but the DA declined to prosecute.  Yet, they have made time to prosecute a teenager who was simply trying to stop the bullying they were being subjected to at one of my city's schools.  Is the CCC DA selective or have they instead, implemented a prosecution lottery?  Maybe there is more to the story.   I'll try not to judge until I have all of the facts.
