I am watching the Hercules City Council meeting in which a resident is appealing the $200 he was charged for a hearing that resulted from his complaint about an illegal structure near his home. Councilwoman McCoy voted to stick it to the resident for $200. The other 4 council members voted to support the refund of the $200. The irony is that the builder violated laws regarding the approval process and the City did not penalize that homeowner for these violations. But they sure wanted this concerned citizen's $200. And Councilwoman McCoy was ok with this?
