Recent addition to the WCCUSD Citizens Bond Oversight Committee (CBOC), Mr. Ken Jett, has been very critical of the district's role in the oversight process, especially with respect to lack of timeliness regarding audit reports. His criticism is shared by most (if not all) of the CBOC. Mr. Jett is a former Financial Auditor with the City of Richmond. He was appointed to the committee last February by trustee Charles Ramsey. The WCCUSD School Board recently adopted a resolution to attempt to improve communication between district staff and the oversight committee. The Hercules City Council will be attempting to fill their seat on the oversight committee, the new term beginning November 1. Originally, Vice-Mayor De Vera was selected for this seat, but she has since realized she has a scheduling conflict, so this item will be placed on an upcoming Hercules City Council agenda. No representative of the Hercules City Council was present at the recent significant oversight meeting. The current representative was out of town and no alternate had been assigned.
Perhaps the Council can request Mr. Jett to share his observations or notes with them until they have filled their seat. It should be noted that the WCCUSD Board CBOC appointees are not legally mandated positions. The CA Ed Code, section 15282, names 5 representative from the following entities that are legally required: Business organization, taxpayer organization, senior citizen organization, PTA, and parent/guardian. The WCCUSD has established nineteen positions on their CBOC. I pointed out at the recent meeting that per the CBOC bylaws, it is possible to have a meeting quorum without any representation from the legally required positions.
