Agenda Item 4A

Pinole Square - Appian 80 Shopping Center Redevelopment Workshop

Purpose:

Exchange information and provide policy direction and feedback

Potential General Plan (GP) and Specific Plan (SP) amendment to remove planned housing from Appian 80 Center

Outcome:

The City Council directed staff to work with the applicant (Safeway) to move ahead with the proposed development, without the housing element required under the General Plan (125 units) and to evaluate and review the proposed gas station.

Proposed San Pablo Avenue Mini-Storage Projects

Workshop Purpose:

To provide policy direction and feedback on:

General Plan Consistency

Three Corridors Specific Plan/Zoning Consistency

Outcome:

The Council was split 2-2 on these projects citing

Inconsistency with the GP and SP goals, such as, jobs housing and revenue to the City.

City Council directed applicants to work with staff to address issues such as height, retail space.

Please watch the video so that you can be better informed about these projects and the Council's position(s).

Please note that the City of Pinole updated its General Plan/Specific Plan in 2010.

All projects/developments are subject to the GP and SP.

Agenda Item 4A does not meet the housing element criteria. The City has decided to allow Safeway to seek and amendment (for the housing element) to the GP and SP for this project. The proposed project does provide jobs and renovates an out-dated shopping area.

Ultimately the decision to allow an amendment to the GP and SP's housing element, could set a precedent for any future developments.

Agenda Item 4B

The proposed storage units are not consistent with the GP and SP, they do not provide jobs, housing or revenue streams.
