The recreation and park board will decide on the process for filling the vacancy at their next meeting on Dec. 19. They could appoint someone to fill the remaining two years on Shepard's term or they could call for a special election.
According to a Mercury News article, Shepard announced her resignation at a Nov. 28 board meeting and then walked out of the room. She submitted her resignation two days later in an e-mail.
