PLEASANTON, CA — The Pleasanton City Council will consider a $12.8 million citywide water meter replacement project following concerns raised by the Zone 7 Water Agency. The new “smart” meters are designed to improve billing accuracy, reduce water loss, and help the city better manage its water system.
The project would replace the city’s existing water meters with ultrasonic meters, and authorize agreements of up to $10.26 million for the replacement project and $2.51 million for software, network services, and future meter purchases over a 20-year period, according to a city staff report.
In June, the project was delayed after the Zone 7 Water Agency questioned whether the proposed meters meet the technical requirements of a 2025 legal settlement between Zone 7 and Pleasanton. According to a staff report, the agency questioned whether the new meters are equivalent to the older ones required in the settlement.
City staff said they have since obtained additional documentation from the meter manufacturer showing that the equipment complies with the agreement, and recommend that the project move forward so that the city can meet state deadlines and a deadline of June 2028 established by the settlement.
On Tuesday, the council will consider whether to award a $10.26 million contract to Core & Main LP to replace the city’s water meters, approve a $2.51 million operations agreement, and approve a 5% contingency of up to $513,000 for unexpected project costs.
