Pleasanton Seeks Input On Potential Housing Element Update
The public is invited to help review potential sites under consideration for rezoning and inclusion in the project's sites inventory.

The City of Pleasanton encourages the community to participate in upcoming meetings to review potential sites under consideration for rezoning and inclusion in the sites inventory for the Housing Element Update.
Work is underway on the 2023-2031 (6th Cycle) Housing Element Update. The updated Housing Element must include an inventory of sites with adequate zoning capacity to accommodate the City’s Regional Housing Need Allocation (RHNA) of 5,965 new housing units. Based on review of existing sites and capacity, there is a need to identify additional locations within the City for re-zoning to allow residential use, including sites suitable for both lower income and market-rate housing. It is important to note that the sites inventory reflects Pleasanton’s planned capacity for future housing development; it is not a direct quota of units the City itself must construct.

The City has developed a preliminary list of potential sites for inclusion in the new inventory and is seeking community input on those locations at a series of meetings over the coming weeks. Not all of these sites will be necessary to re-zone to meet the City’s RHNA obligation, with the final list of sites adopted as part of the Housing Element to be narrowed and refined through the review process.
A community meeting is scheduled for Wednesday, December 1, from 6–7:30pm, via Zoom. The meeting link and additional information, including sign-up for notifications on all Housing Element meetings and events, is available at PleasantonHousingElement.com. A summary and analysis of each site under consideration and estimates of sites density and potential capacity are all currently available for public review on the website.

The Planning Commission and City Council are also scheduled to meet and discuss the potential inventory at forthcoming public meetings in December 2021 and January 2022. Sites initially recommended by the City Council for inclusion in the inventory will be carried forward into the required Environmental Impact Report (EIR) for the Housing Element in 2022. The final Housing Element and sites inventory is anticipated to be adopted approximately in January 2023.
